ウクライナ戦争の避難民：ポーランドにおける医療に対する脅威と新たな課題★

背景
ウクライナ戦争が勃発した 2022 年 2 月から 2022 年 4 月 1 日までの間に、隣接する諸国への避難民の数は 4,137,842 人に達した。その大部分はポーランドに避難した。この状況下におけるポーランドの医療システムにとっての主な課題は、いかにして効果的な対応策を講じるかということである。
目的
本研究の目的は、公衆衛生に対して特に感染症に関連した脅威と課題を記述すること、ならびに戦争による最近の避難民およびポーランド国民のニーズを満たすために必要な医療システムの資源を明らかにすることである。
方法
学術論文、国内および国際機関による統計データ、ポーランドおよびウクライナの公的機関から得られた情報、ならびにインターネット上の信頼できる情報源から得られた最新の情報を利用した。公衆衛生に対する脅威と課題に関する主要なデータを収集し、報告した。
結果
ポーランドとウクライナの間で、ワクチン接種プログラムおよびその実施、ならびに選択した感染症の有病率に関して差が認められた。ポーランドにおける医療資源に対する需要の高まりが、現行の指標に基づいて推定された。現在の状況に関連した感染症流行の脅威への対処の可能性と、医療の利用可能性に関して、および現在ポーランドに滞在しているすべての人々の健康状態に関して起こり得る結果の両方を提示した。
結論
欧州諸国は、戦争の避難民の流入により、公衆衛生上の危機を経験している可能性がある。本研究で提示したデータは、公衆衛生上の問題を軽減するための効果的な戦略を開発するためにも、欧州諸国にとって有用となり得る。

戦争避難民受け入れ時の COVID-19 を含む感染症に関連する公衆衛生上の脅威と課題をウクライナとポーランド両国の免疫プログラム、ワクチン接種率、感染症の蔓延の観点から比較し、レビューしている。日本でも近隣国からの避難民の大幅な受け入れを行う可能性はあるので、こうした公衆衛生上の評価は参考になる。
