手指衛生遵守率の向上による感染予防などがいかに医療経済的にみてコストパフォーマンスが良いのかをデータで示すことによって、感染予防の徹底は医療経済的にコストパフォーマンスが良いので徹底すべきだということを周知することで、味方につける作戦を説いている。
