2007 年に始まる景気後退は、多くの欧州各国に緊縮政策と公共部門の削減をもたらした。感染予防・制御プログラムへのリソース割り当ての減少により、結核、HIV、およびワクチンによる予防が可能な感染症の予防・制御に支障が生じている。さらに、市中感染症発生率の上昇は病院業務に重大な影響を及ぼしているが、この影響の程度に関する研究は行われていない。迅速な赤字削減を重視するあまりに、感染予防・制御などの予防的サービスが軽視されていると考えられる。予防プログラムによって疾患負荷を低いレベルにまで低下させることに成功した場合は、その成功自体がプログラムの必要性に関する認識を損ないかねない。景気後退による負の影響を縮小するために必要なのは、政治指導者に対して感染・予防制御の経済的有益性に関する教育を行うこと、医療関連感染症にかかわるコストの定量的評価を強化すること、ならびに予算削減が医療・保健状況および感染予防・制御活動に及ぼす影響を評価することである。

2015 年 5 月 20 日現在、日本の日経平均株価は 2 万円を超え、ニューヨークダウ平均株価も過去最高値を超えた。本論文で述べられている 2007 年に始まった景気後退は、いったんめどは付いているようである。ただ本論文内で述べられている「国」を「病院」に置き換え、「政治指導者」を「病院院長・理事長」に置き換えると、それぞれの ICT が感染予防・制御プログラムへのリソースを要求する際の参考になるのではないだろうか。
