医療関連感染症は、発展途上国および体制移行国（transitional country）のいずれにおいても公衆衛生上の重大な問題である。一部の国々では、リソース^※が限られている中でも感染制御プログラムの開発がかなり進んでいるものの、多くの途上国ではプログラムが存在しないか、実施されていない。欧州の最貧国であるコソボでは、発展途上国の感染制御上の課題が具現化している。多くの病院では、財源不足、貧弱なインフラ、過密状態、不適切な衛生状態、十分に機能していない検査業務、甘い経営、低い技術水準、および訓練を受けた職員の不足のために、活動が制限されている。先進国の感染制御ガイドラインが途上国においても基準とみなされることが多いが、現地のニーズの違いを考慮した修正が必要である。最良の解決策を導くには、政府の関与を強化し、利用可能なリソースに見合った感染制御対策を適用していく必要がある。International Nosocomial Infection Control Consortium（INICC）は、途上国でのこのような活動に重要な役割を担っている。
